On November 11, Vice Chairman of the Provincial People’s Committee Đỗ Tâm Hiển chaired a meeting to review and give opinions on the implementation plan for cadastral surveying and mapping, land registration, issuance of land use right certificates, and development of the Land Database for 25 eastern and 40 western communes and wards of the province.

Vice Chairman Đỗ Tâm Hiển affirmed the province’s policy to continue implementing cadastral surveying, land registration, and database development across the province to ensure timely completion of a centralized, unified, multi-purpose land database by 2025, in line with Resolution No. 18 of the 13th Party Central Committee and the 2024 Land Law.
The Department of Agriculture and Environment (DoAE) reported on implementation plans. For the 25 eastern communes and wards, DoAE will remain the project’s investor, with an estimated cost of VNĐ 1,209 billion. The total estimated cost for the 40 western communes and wards is VNĐ 2,082 billion.
Vice Chairman Đỗ Tâm Hiển assigned DoAE to coordinate with the Department of Finance to review funding sources and consult local People’s Committees regarding the feasibility and implementation capacity if they are assigned as project owners. He also requested DoAE to prioritize implementation phases based on the province’s annual budget capacity to ensure efficiency and avoid waste.
Localities were asked to actively coordinate with DoAE in surveying, mapping, registration, issuance of land certificates, and land database development within their areas.

The Vice Chairman also agreed in principle to allocate several land use quotas to commune-level People’s Committees, especially for key and high-impact projects. He requested communes to review and report their land use needs and provide legal and technical documentation to DoAE and the Department of Finance for synthesis and submission to the Provincial People’s Committee for consideration and approval.
