Over 10,500 delegates attend Nationwide Online Training on Two-Tier Local Government Operations
Quảng Ngãi, June 14 – Quảng Ngãi Province connected 226 local sites with more than 10,500 delegates to the national online training conference on the operations of the two-tier local government model.
The event was organized by the Hồ Chí Minh National Academy of Politics, in coordination with central agencies, and connected to over 10,000 sites across the country.
Prime Minister Phạm Minh Chính, Permanent Member of the Party Central Committee Secretariat Trần Cẩm Tú, and Director of the Academy – Chairman of the Central Theoretical Council Nguyễn Xuân Thắng, along with leaders from central ministries and agencies, attended and gave directions.
In Quảng Ngãi, the provincial-level session was chaired by Bùi Thị Quỳnh Vân, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People’s Council.
The conference aims to implement key Party resolutions on streamlining the political system and improving the effectiveness of grassroots governance.
It runs for two days, June 14–15, 2025.
Delegates have been updated on topics such as Party organization at commune level, inspection and supervision, functions of local mass organizations, and the structure and powers of local governments under the two-tier model.
In his opening remarks, Director Nguyễn Xuân Thắng emphasized that the conference aims to effectively implement Resolution No. 18 of the Party Central Committee on streamlining and improving the effectiveness of the political system.
It also serves to concretize Resolution No. 60 of the 11th Central Conference (13th tenure) and conclusions of the Politburo and the Secretariat regarding the reorganization of administrative units at the provincial and communal levels and the establishment of a two-tier local government model.
The training also focuses on standardizing the structure and activities of the Fatherland Front and socio-political organizations at the grassroots level.
During the morning session, delegates listened to key thematic presentations on Party organization at the commune level, updates in Party inspection and supervision, the structure of commune-level inspection commissions, the role and functions of the Vietnam Fatherland Front and mass organizations, and the tasks and authority of two-tier local governments, particularly on decentralization and power delineation.
