PPC’s vice chairman Vo Phien’s directions on the strengthening of management and use of electronic invoices

 

Vice Chairman of the Provincial People's Committee, Vo Phien, has just signed Official Dispatch No. 174/UBND-KTTH directing the strengthening of management and use of electronic invoices, improving the efficiency of tax collection for e-commerce.

Accordingly, the Provincial Tax Department was directed to focus on important tasks as follows:

  • Preside over and organize the implementation of strengthening the management and use of electronic invoices, improving the efficiency of tax collection for e-commerce. For enterprises engaged in retail trading of petroleum, by March 2025 at the latest, they must implement an automatic connection solution when issuing electronic invoices for each sale to reach 100per cent.
  • Strengthen the propaganda of the use of electronic invoices, help people and businesses understand the benefits, responsibilities and effectiveness of using electronic invoices, and raise taxpayers' awareness of compliance with tax laws of e-commerce and digital platforms.
  • Continually review, support and require businesses to apply electronic invoices generated from cash registers, focusing on direct retail areas to key consumers such as food services, retail of goods at shopping centers, consumer goods retail stores, and retails of gasoline.
  • Coordinate with departments and agencies to connect and exchange information and data to effectively manage taxes, especially for e-commerce, petroleum, and digital business activities, ensuring correct, full, and timely collection.
  • Strengthen inspection and examination of the issuance and use of electronic invoices.
  • Actively coordinate with the police and relevant agencies to continue to focus resources and resolutely implement inspection and supervision of retail gasoline stores, especially stores that still use POS machines/tablets/phones with software installed to issue electronic invoices when selling goods.
  • Strictly handle violations and publicize information about violations according to regulations.

The Department of Industry and Trade was asked to:

  • Regularly inspect, monitor, and require petroleum businesses and petroleum retail businesses to properly and fully comply with the provisions of the law on petroleum business.
  • Strictly implement regulations on electronic invoices for petroleum business and retail activities.
  • Coordinate with tax authorities to inspect, monitor, and handle violations of the law on electronic invoices for each sale, including requesting to temporarily suspend business activities and revoke licenses and certificates of eligibility for business.
  • Require newly established petroleum businesses and retail stores to apply the automatic connection solution to issue electronic invoices for each sale.

The Department of Science and Technology shall preside over and closely coordinate with the tax authority to deploy synchronous and effective solutions to support enterprises and retail stores of petroleum products in applying automatic connection solutions when issuing electronic invoices for each sale.

It will ensure the progress of applying automatic connection solutions when issuing electronic invoices for each sale of retail stores of petroleum products in the province in accordance with the direction of the Prime Minister.

The provincial police was assigned to strengthen the connection and exchange of population data with tax authorities to coordinate in detecting and strictly handling violations of not implementing electronic invoices.

It will closely coordinate with tax authorities in managing and handling violations of invoices, violations of e-commerce business activities, and business on digital platforms.

The Department of Information and Communications, the Provincial Radio and Television Station, and Quang Ngai Newspaper shall closely coordinate with tax authorities to promote and diversify measures and solutions to promote communication to consumers, helping people and businesses understand the benefits, responsibilities, and effectiveness of using electronic invoices.

They should raise taxpayers' awareness of compliance with tax laws, strengthen communication on tax declaration and payment to e-commerce businesses and businesses on digital platforms.

The People's Committees of districts, towns and cities should direct relevant agencies to closely coordinate with local tax authorities in disseminating, providing information, inspecting and supervising the use of electronic invoices, tax declaration and payment for e-commerce business activities and business on digital platforms.

Retail petroleum businesses in the province must strictly comply with regulations on electronic invoices and issue electronic invoices for each sale, and apply automatic connection solutions when issuing electronic invoices for each sale no later than March 2025 in accordance with the Prime Minister's request.

Organizations and individuals engaged in e-commerce must strictly declare, pay taxes, and use electronic invoices in accordance with legal regulations.
