On September 23, Chairman of the Quảng Ngãi Provincial People’s Committee Nguyễn Hoàng Giang issued Official Telegram No. 02/CĐ-UBND to departments, agencies, People’s Committees of communes, wards, special zones, and relevant units regarding proactive response to Super Typhoon Ragasa.

Accordingly, to ensure early and proactive response, safeguard human lives, and minimize property damage, the PPC’s Chairman requested all localities and units to strictly implement the Prime Minister’s Official Telegram No. 170/CĐ-TTg dated September 22, 2025.
The Provincial People’s Committee also required a comprehensive review and inventory of all vessels and means operating at sea and along the coast. Relevant agencies and departments were requested to notify and guide ship owners and captains to move out of dangerous areas and quickly reach safe shelters. At the same time, measures must be implemented to ensure safety at anchorage areas.
In particular, vessels currently operating in the northern part of the East Sea (including Hoàng Sa Archipelago) must urgently leave dangerous areas or move into safe shelters. A list of vessels within dangerous areas (if any) must be prepared and reported daily to the Provincial People’s Committee for monitoring and direction.
For vessels already anchored in safe shelters, captains and crew members must strictly comply with the instructions of authorities and functional forces. No crew members are allowed to stay on board to ensure safety, especially in the Gulf of Tonkin and coastal areas from Thừa Thiên Huế northwards.
The province has also decided to suspend all sea-bound trips, including the Sa Kỳ–Lý Sơn and Big Island–Small Island passenger transport routes (and vice versa), once Quảng Ngãi waters experience strong winds of level 6 or higher.
The Provincial Military Command has directed the Border Guard of Quảng Ngãi to coordinate with border forces of neighboring provinces to monitor the situation and support Quảng Ngãi’s vessels in storm sheltering. At the same time, forces and rescue equipment must be on standby for emergency response.
According to the report from the Quảng Ngãi Border Guard Command, the province currently has 6,422 fishing vessels. Of these, 553 vessels with 5,079 workers are operating at sea. All these vessels have been notified of the developments of the super typhoon. Currently, 5,869 vessels are anchored at ports.
