A meeting held to accelerate investment procedures for floating solar power projects on reservoirs
Vice Chairman of the Provincial People’s Committee Trần Phước Hiền chaired a meeting on September 10 to review and urge progress on investment procedures for the projects.
At the meeting, Vice Chairman Trần Phước Hiền said the province has continued to support investors and provide guidance during the preparation and implementation of the projects.
He asked departments and local authorities to fully carry out their assigned responsibilities and work closely with investors to address difficulties within their authority.
Issues beyond their authority should be consolidated by the Department of Finance and submitted to the Provincial People’s Committee for consideration and direction.
For projects that meet financial and legal requirements, the relevant agencies must promptly proceed with subsequent steps once investment policies are approved, avoiding unnecessary delays, he said.
According to the Department of Finance, since March 2026, it has received five dossiers seeking simultaneous approval of investment policies and investors, one dossier for the announcement of a business investment project involving land under bidding regulations, and one dossier seeking adjustment of the investment policy for a floating solar power project.
The projects are currently being reviewed, with relevant departments, local authorities and investors working to complete the necessary dossiers..
Key issues under review include planning, land use, multi-purpose land use arrangements, grid connection and the capacity to evacuate generated power.
Some dossiers have been requested to be supplemented and completed before appraisal and submission to the Provincial People’s Committee for consideration.
Regarding the KN Ialy Kon Tum Solar Power Plant project, the investor submitted a completed dossier for adjustment of its investment policy on September 3, 2026.
The Department of Finance is coordinating with relevant agencies to consolidate opinions and advise the Provincial People’s Committee for consideration in accordance with regulations.

Vice Chairman Trần Phước Hiền also asked departments and local authorities to continue accompanying investors, guiding them in completing the remaining legal procedures after investor selection, and strengthening supervision of project implementation progress.
