
An overview of the conference
Vice Chairman of the Provincial People’s Committee Nguyễn Công Hoàng chaired a meeting on August 26 with representatives of relevant departments, agencies, local authorities and the planning consultancy to review the 1:2,000-scale zoning plan for the Thạch Bích – Núi Chúa urban resort and eco-tourism complex.
The planned area covers about 1,900 hectares in Trà Bồng and Bình Minh communes, including the entire Núi Chúa area and the plain along the Trà Bồng River.
Under the consultant's proposal, the complex will comprise five functional zones: a scenic hill area and resort-experience space associated with medicinal herbs; a community-based eco-tourism and terrain-adaptive resort area; a riverside urban complex for resorts, entertainment and recreation; an eco-urban area featuring wellness services and hot mineral springs; and a central zone for tourism, sports, services and integrated resorts.

Concluding the meeting, Vice Chairman Nguyễn Công Hoàng praised the efforts of the Department of Construction, the consultancy and relevant agencies and localities in preparing the plan.
He said the Thạch Bích – Núi Chúa area has strong potential for developing exploration, resort, wellness, cultural and community-based tourism thanks to its mountainous landscapes, natural ecosystems, indigenous cultural values and Thạch Bích’s hot mineral springs.
He stressed that the planning must ensure the rational use of natural resources, landscapes and local cultural values, while striking a balance between conservation and development.
Tourism development should go hand in hand with environmental protection, community participation and the long-term interests of local residents, investors and the locality.
The consultancy was asked to establish an appropriate landscape structure and make effective use of the natural mineral water resources while minimising terrain alteration.
The plan should protect the landscape, the Trà Bồng River and surrounding ecosystems, and carefully review the area of protection forests.
It should also preserve local cultural identities, particularly those associated with cinnamon and medicinal herbs, while exploring community-based tourism and traditional stilt-house experiences.
The relocation of existing residents should be kept to a minimum.
Hoàng noted that as a 1:2,000-scale zoning plan, the scheme should focus on defining the overall infrastructure framework and functional spatial structure rather than setting overly detailed requirements that could create difficulties during implementation.
He also requested that the consultancy study additional mixed-use land and adopt an open planning approach to provide greater flexibility for investors.
At the same time, it should review transport connections, electricity and water supply systems, and existing technical infrastructure.
Particular attention must be paid to ensuring safe distances between wastewater and solid-waste treatment facilities and the Trà Bồng River and nearby residential areas, he said.
