On July 1, General Secretary and State President Tô Lâm chaired a conference to review the 18-month implementation of Resolution No. 57-NQ/TW, issued by the Politburo on December 22, 2024, on breakthroughs in science and technology development, innovation, and national digital transformation.

The conference was held in both in-person and online formats, connecting more than 3,660 venues across ministries, sectors, localities, agencies, and units nationwide.

At the conference, Party Central Committee member and Chief of the Party Central Office Nguyễn Hải Ninh presented a review report on the implementation of Resolution No. 57-NQ/TW.
After 18 months, the Resolution has been implemented urgently, comprehensively, and decisively across the political system with strong commitment and clear accountability assigned to Party committees, Party organizations, and leaders at all levels.
The Steering Committee has introduced a data-driven approach to management and administration to monitor implementation of Resolution No. 57-NQ/TW and other resolutions in the digital environment. The approach aims to strengthen accountability and shift the focus from reporting implementation activities to evaluating outcomes, effectiveness, and impacts.
To date, agencies throughout the political system have drafted and issued more than 400 legal and regulatory documents, including 30 laws.
Budget allocation for science, technology, innovation, and digital transformation has reached 3 per cent of total state budget expenditure, marking the highest level in the past decade. Management approaches have also shifted from procedural and input-based controls toward greater autonomy and outcome-based management.
As of June 2026, the digital economy accounted for 14.02 per cent of GDP, compared with the target of at least 30 per cent by 2030. The rate of on-time task completion exceeded 84 per cent, while Việt Nam ranked 44th out of 139 economies in the Global Innovation Index (GII).
Significant progress has also been made in digital transformation, directly benefiting citizens and businesses while supporting operations of the political system and the two-tier government model.
Nationwide, 5G coverage has reached approximately 91.9 per cent of the population, more than 71 million electronic identification accounts have been activated, and the online processing rate for administrative records at local levels has exceeded 93.5 per cent, generating estimated annual savings of trillions of Vietnamese dong for citizens, businesses, and the State.
In science, technology, and innovation, key priorities have gradually become more clearly defined through 10 strategic technology groups, 30 product groups, and 20 major national challenges.
Training and digital skills development for public officials have also been strengthened. The Ministry of Science and Technology developed 19 training modules and organized a large-scale open online course for commune-level officials, with 26,900 participants successfully completing the program, achieving a 75 per cent completion rate.
Since the beginning of the year, the “Digital Literacy for All” campaign has organized more than 100 online classes with over 880,000 learning sessions, reducing training costs by approximately 80 per cent compared to traditional methods.

In his remarks, Party General Secretary and State President Tô Lâm acknowledged and commended the results achieved after 18 months of implementation. He called on ministries, sectors, and localities to continue deeply understanding and effectively implementing the Resolution.
He stressed that every Party committee, Party organization, official, and Party member, especially leaders at all levels, must regard implementation of Resolution No. 57-NQ/TW as an important and ongoing political task. Efforts should focus on generating concrete products, outcomes, and values contributing directly to local development and the goal of achieving double-digit growth before 2030, while ensuring cybersecurity, information security, and national data security.
Central ministries and sectors were urged to strengthen their role in facilitating development through proactive review and improvement of institutions, mechanisms, and policies, while promptly resolving obstacles and bottlenecks. Issues beyond existing authority should be actively proposed for consideration to avoid delays and ensure consistency nationwide.
Local authorities were encouraged to proactively organize implementation activities and promote innovation within the framework of laws and decentralization policies. Businesses were also called upon to increase investment in research and development, technological innovation, and digital transformation, and actively participate in national strategic technology programs.
Tô Lâm also emphasized the need to strengthen leadership, supervision, and evaluation efforts, stressing that leaders at all levels must directly oversee implementation and take responsibility for results under Resolution No. 57-NQ/TW.
