QUẢNG NGÃI — The Quảng Ngãi Provincial People's Committee has issued a plan to prioritise the procurement of domestically developed strategic technology products for the 2026–2030 period, aiming to accelerate digital transformation, strengthen technological self-reliance and support the growth of Việt Nam's high-tech industry.
Under Plan No. 260/KH-UBND, the province seeks to advance comprehensive digital transformation and smart city development by adopting advanced technologies, including artificial intelligence (AI), virtual assistants, blockchain and cloud computing.
The plan also aims to expand market opportunities for domestic digital and high-tech enterprises, encourage investment in research and innovation, and promote the commercialisation of locally developed technologies.
Provincial authorities expect the initiative to enhance the security, safety and autonomy of shared data systems and critical information infrastructure while improving the quality of public services and modernising key sectors such as healthcare, agriculture, energy and environmental protection.
The province will review technology infrastructure and procurement needs in line with the list of strategic technology products issued under the Prime Minister's Decision No. 21/2026/QĐ-TTg.
Funding will be allocated in accordance with regulations on the State budget and public investment, while greater use of information technology service leasing will be encouraged to optimise costs and reduce upfront investment.
As part of its digital transformation efforts, Quảng Ngãi plans to integrate Vietnamese large language models and specialised virtual assistants into the province's administrative service system to improve operational efficiency and public service delivery.
The province will also deploy AI-powered camera systems for traffic management and public security, gradually migrate information infrastructure to domestic cloud computing and digital twin platforms, and apply blockchain technology to trace key agricultural products and OCOP products.
The plan further calls for modernising healthcare, agriculture, energy and environmental protection through the adoption of next-generation vaccines, smart biosensor systems, advanced crop varieties, livestock breeds and domestically developed biological products.
It also envisions phased investment in battery energy storage systems (BESS) and carbon capture technologies in industrial parks to support green development.
To strengthen cybersecurity and digital sovereignty, the province will prioritise the procurement of Vietnamese cybersecurity and information security solutions to protect critical government information systems and shared databases.
In addition, Quảng Ngãi will refine procurement mechanisms to encourage the use of domestic strategic technology products in public projects, organise training programmes to enhance the capacity of information technology personnel, and work with the Ministry of Science and Technology to connect local authorities with reputable Vietnamese technology enterprises through technology supply and demand events.
